[Dxbase] DxbPSK ver 2.27 is now available

I have just posted DxbPSK version 2.27 to my Ham Radio
website.

In this version, when you go to Main Menu / Settings /
RX Level Adjust... (or) TX Level Adjust...

The program will bring up the correct Audio Level adjust
window (if adjustments are available). 

In my case - after buying the Signalink USB device, there 
is no RX Level software adjustments available. So, when I
go to RX Level Adjust... I simply receive a notification
that the RX Level adjustment must be made via the RX Pot
on the device.

NOTE:  some DXbase users have mentioned that they simply 
can not get DxbPSK to run - because their computer's
REGISTRY is setup so that the DxbPSK program can not
access the REGISTRY. You must have the REGISTRY permissions
setup so that the DxbPSK program can access your REGISTRY.
