[Dxbase] Joe WA6AXE - CQ and ITU Zones logbook updates

I will try to make a standalone exe file that will
update DXbase2006 and 2007  logbook mdb files  with
the correct  CQ and ITU Zones..

I will send another email to the reflector when I have
the program done ...

Pse understand that I have to make a cutoff (going 
backwards in the DXbase versions) - and the farthest
back I will program for is 2006.
