[Dxbase] ITU Zones

After seeing this I looked back in my log and I have a bunch of older 
QSOs with IL stations that have the zone set to 06.

There seems to be some date before which the zone was set incorrectly. 
So I'm guessing that earlier editions of DXBase had it wrong.
