I have achieved very good results by buying foreign postage from 
Plumb DX, then sending the SASE with that countries stamps applied in 
the correct amount. I suppose there are some recipients who do not 
like this, perhaps there are some special circumstances, but it is my 
experience that this method is very effective. 

I assume that the QSL manager will mail the return card from the 
country of the QSL manager, but suppose there could be some 
exceptions. If there are it has not ever been brought to my attention. 

With LoTW the need for cards has been dramatically reduced, however 
they are still needed for zone awards, at least so far...I hope this 
will change sometime. 

This does not address the issue of contributions, but I feel that with 
postal theft such dxpeditions or rare QTH's should arrange for a US 
Manager, or PayPal, if they expect cash contributions. Again there will be some 
exceptions.
