[Dxbase] DXbPSK2.28 and XP-Pro

I downloaded PSK 2.28 sometime ago under Vista.  The program runs, but the 
Help file is corrupted somehow.  When I click on Help the window opens and 
all the topic categories display, but the main window says "Navigation to 
the webpage was canceled.  What you can try:  Retype the address."  How do I 
do that?  What is the address?  Is this on the web or an internal in DXB 
somewhere?
