No.  Over time, your database file can grow in size and will contain a lot 
of allocated but unused space.  That's why there are compression utilities 
that reclaim unused space such as the one included in DXbase 2007.  When you 
import a prior version, you start out with a fully compressed database in 
2007 thus the size likely to be the smallest your data will allow.  As time 
goes by with use of your database, you can compress occassionally to keep 
the size minimal.
