[Dxbase] DXB2007 PWR field

I just upgraded from DXBase 2006.  In the process I used my old .CO file 
to set the field order in the log.  So my first question is, was that 
okay to do, or should I have started with the default.co that came with 
the 2007 package?

Second, I also notice the PWR field problem reported and discussed here 
back in October.  I changed it in the band plan mapping and it's fine.  
I like it being different, for example, on 30m.  But the log still 
ignores the setting in user option, log defaults.  Why?  What purpose 
does that setting serve now that it's set by the band plan mapping? 

Maybe the way this should work is that the mapping entry should be 
interpreted as a max power for each segment, then the user option would 
not be overridden unless it exceeded the number for each band segment. 

Am I missing another setting somewhere that makes the power specified in 
user options to not be ignored?
