[Dxbase] T9 to E7

Peter,

There should not be any problem with (for now) staying with the
T9 as the Primary Prefix - and just Map E7 to the T9 ...

The SAME holds true for another prefix -- E5 ... we have
never converted ZK/S or ZK/N over to the current Prefix of
E5/S and E5/N ..

(1) If Jack ever changes the above T9 and ZK/S and ZK/N over to
what is the currently used prefixes  of  E7 and E5/S and E5/N -
then we can make the FULL switch-over -- instead of just MAPPING
the new prefix(es) to the one that DXbase uses to keep track of
the ENTITY.

or

(2) If ITU ever recycled the old prefixes - then we would have
to make the FULL changes at that time..

But, for now - we should be ok ...
