on first blush this sounds like a good idea.
there is a guy who keeps the country.dat files up to date for all the contest programs.

But after thinking about it...we may have a problem here.

I know the country, pfx files have morfed over the years.
And as there are still MANY users of older versions.
(someone the other day said they had just upgraded from the DOS version)
I'm not sure a 'single size' fits all versions is possible.

This year is sort of a surprise with two 'new' countries.
But how often will this reoccur?
(just mapping a unique callsign to a country is already easily done)

I'll leave this up to Jack and his crew.
If he thinks there is a way to supply updated country files.
I'll volunteer to administer the changes.
(someone else is more than welcome to jump in and steal this job from me) :-)))
