[Dxbase] Automatically Turning of Control to the Radio

Sometimes I will turn on the radio and if I don't wait at least 30 seconds
before I start DXBase it comes back that it is unable to communicate with
the radio and it unchecks the "Connect to radio interface."  I can go right
into the User Options and recheck it and it works fine.  I just wish it
wouldn't automatically uncheck it.  Give me the option as to if I want to
turn it off or not.  If I choose not to and then it still can't communicate
with the radio then tell me when I try to use DXB to talk to the radio to
change the frequency.
