Sending them to the country of issue can be useless also as they only
get enough postage to post a letter within Japan from each IRC. So
you have to send 3 or 4 for airmail reply.
I no longer buy the old style and when I get them I redeem them
quickly as it is always a struggle to get rid of them even at my
regular post office where I have been exchanging them for over 20 years.
