[Dxbase] Top Band spots.

A week or so ago I requested an enhancement to DXBase which would 
allow us Top Band users to turn the alerts on or off dependent on 
time. There is absolutely no use receiving spots for those bands 
during the middle of the day and up till now we have had to go into 
the alerts and either check or uncheck the bands to eliminate those spots.

I wrote Les, VE7CC, a email asking if his program would do this for 
us and at the time it did not, but since then he has implemented that 
into his program, and we can now eliminate those unwanted Top Band 
spots when they are of no use to us. Here is the URL for downloading

Thanks Les for the GREAT support. I am sure other sysops will see 
this as a invaluable tool and implement this function in their 
clusters as well.

BTW notice too it will filter not only Top Band but when 20 is dead 
at night it will filter that as well.
