[Dxbase] Idea for next release

All these years and I never seen her.  I need to get out more I guess hi
hi...

The other thought I had.  If the rotor comport is already being used by some
other device such as another TNC, I would DXBase not to disable that port
for all the next boots but maybe just for the one where there is a conflict.
That way I would not have to go back into the settings and turn it back on
the next time...  Maybe I am just lazy.. hi hi...

Choose YLsounds as the directory for voice announcements.
