[Dxbase] SteppIR Problem with Orion

As far as I understand, DXbase first poll the radio in order to get
the current setting (in case the user later hit the 'Reset Last
Frequency' button), then sends the new frequency setting to
the radio. This is the reason for SteppIR tuning second time
You hit the QSY button. However, this overwrite the last used
frequency in DXbase so You can't return to Your old freqency.

This could easily be fixed in DXbase by doing an additional
frequency poll after sending the new setting ie;
1- poll current frequency setting (for 'Reset Last Frequency')
2- send new frequency
3- NEW poll current frequency without overwriting Last Frequency

This way SteppIR will 'see' the new frequency and retune. This
code change would be a lot easier to do than to redesign
DXbase to use constant poll as used by the other mentioned
log programs.
