[Dxbase] Radio Control "Problem"

I have had this happen quite a bit lately.  First, the "old days".  The HF
rig could be on or off when I started DXBase (2006).  Normally it would
start up with no problems.  If I didn't have the HF rig on DXB didn't seem
to care unless I tried to tell DXB to do something with the rig such as
change to a DX spot.  If the rig was off then DXB would say that it was off
and turn off the communication between the program and the rig.

Recently I get the communication error if the rig is on or off when I start
the program.  I haven't made any changes to the computer lately except
replace the power supply.

Any ideas or clues?
