Leave DXB running, even with it's apparently dead Telnet session.
Got to Start>AllPrograms>Accesories>Communications>HyperTerminal

Try the File> New Connection and then try to 'hangup'
This may release the modem.

You may have to make a 'dummy connection' by entering the telephone number and name of the 
node you are connecting to via DXBase.
