[Dxbase] DX time oops

Peter,

The following info is from the 2006 dxb2knts.txt file
that comes with DXbase2006:

41. Replaced the Miles and Kilometers entries in Summary window
with one entry called distance and provided user option to select 
between display of miles or kilometers.

Added a field on the summary window to show the DX station's
approximate local time.

Added new field in several refdata tables to store GMT offset for 
Timezone info.

Pse note the words "approximate local time" ...
