Hmmmm!
The only problem with that is that it will effect your totals slightly such as then it 
looks like it WAS a valid country at one time.

But I don't see how to include it as INVALID, which would not include it in any totals.

But your method would allow for an entry to be accepted just in case someone has a change 
of heart on the status.

So I think I'll take your approach.
