well thanks every one for the input. so far no good. every thing checks out ok. have a new serial cable ic ct-17 civ converter. change the radio ini to match ic 756 from 0-50 to  50h which the ic756 manual calls for. I have logger installed on computer  and the radio control works fine thru the new cable and the new ct-17. I am running xp pro so still open for suggestions
