[Dxbase] Blank Shots in DX Info

Remember I mentioned this "bug" a week or so ago, well it happened yesterday
and today (same call).  Bill (Firebrick) mentioned seeing it too.  Today at
1557Z I got a band alert for LA4CM.  At 1600Z I got an alert for OO3CP, but
nothing in the "Need" column, should have been band.  I got another Band
Alert at 1603Z for WP4U.  Yesterday things were as busy as today and got a
similar hit for the same call, I think.  I remember that it was OO3?? and
thought it interesting that would happen again.

Bill said he has seen this when there is a contest going and the spots are
coming in quickly.  Well here they are coming in VERY slowly (I've gotten 28
spots in the last 2-1/2 HOURS).
