[Dxbase] Serial Ports -- It's Finally Has Happened to Me

Never had serial port problems before.  Switched over to a new computer
running an AMD 64 bit processor, 2 gig of memory, and with one built in
serial port and two add in via card PCI serial ports.
 
All three ports are active, but the really do not communicate with DxBase,
Ham Radio Deluxe, or any other application, (including my Orion) that uses
serial ports.  This is a fresh install of drivers and applications.
 
Any suggestions?
