I am sure it's Canada. You may have inadvertently mapped it as JA.

Keep in mind that the larger the country, the more likely they have multiple totally 
non-sequential blocks of callsign prefixes.
So do a search for the Country name on that site and it will show all the different 
blocks.

QSO made with CH7SV on 27-11-1993 40M CW.  DXbase says it is a JA,  I did a SH/PREF CH on 
packet and it comes up as a VE.  What is this?
