[DXBase] LoTW reports needed

Greg,

Canadian provinces are listed as such on the LOTW details page. However, 
as you said, the adif report lists them as states. It makes no sense, 
since the adif specifications have a separate field for Canadian 
provinces. It would be reasonable to expect the report to follow the 
specifications. This is something the ARRL needs to work on.

The specifications have the name for this field as "VE_PROV", so it 
would still be necessary to change this to QTH (global search and 
replace would work here) if you wanted this part of the record imported 
into DxBase.

It must be difficult for the DxBase programmers to write an import 
program that will handle the LOTW reports, when the reports don't follow 
the adif specifications.
