[Dxbase] DXCC award submission problem

I guess you are correct--if you translate checking "40" and "phone" to
be "40 OR phone".  My interpretation is "40 AND phone".  I guess it
depends on whether you see the Wizard selection as an OR or an AND.

Because the five phone contacts add to his "Phone" award, regardless of
band and the five phone + the five CW add to his 40 meter total.

The band awards *ARE NOT* mode specific.  When you select 40 meters, you
should get *every* new one for 40 meters.
