[Dxbase] DXBase 2004 time problem

I happened to glance up at my log today and noticed the time was off.    My
system clock is set for local time.   The DX-Base clock is 3 hours ahead of
GMT.    It is 0050Z right now and my DXBase is showing 0350Z.

I don't see where DX-Base sets its offset to GMT from the system time.
Does it calculate it based upon my latitude and longitude entry or is it in
some config file somewhere?
