[DXBase] always on top????

Open VHF Packet to a Full size window and you will still see the Packet 
Transmit and Previous QSO windows as they are programmed to be "Always on 
Top".  i would like the choice of Not having those two but have the Summary 
window visible in a corner of the VHF Packet window.
