[DXBase] LOTW error

I had the same error for a line which had a mode of PACKET.  That is not 
one of the acceptable modes.  Actually they accept about 13 modes and 
DXBase2004 reports about 31 modes, so LOTW has a lot of corrections to 
deal with.
