I am not trying to be argumentative, but in my opinion, that is not a excuse.  As an example, the LoTW was only recently released as a beta in May, but it was incorporated in the latest version.  The 60M allocation didn't appear suddenly, we knew of the impending allocation.  On the other hand, I also realize that it would be a large task to not only incorporate it, but to test it before releasing it.  But it will have to be done at some point.

Yes it is.  There is at least one award that I am aware of and it is called Worked All Bands (confirmed QSO's on all bands, 160M through 300+GHz) sponsored by the New England Weak Signal group http://www.newsvhf.com/wab.html.  Although not an award that many can achieve, I happen to be friends with the first recipient, who will also be getting an endorsement for the 60M band.
