[DXBase] Valid for DXCC

Ran table initialization this morning after importing some QSO's from my
contest program. I get an error saying that H74C is not valid for DXCC. The
record was not one I imported today and previously was not flagged as being
invalid. The prefix field shows YN which is correct for Nicaragua. Anyone
got any idea what's going on here???
