[DXBase] Exporting DXbase 2002 log to ADIF

  Tried importing one of Cosme's adif files into DX4WIN demo.  The
import completed ok but each entry had an "error" message for the
frequency because a comma was present - instead - of a decimal point.
Such as 28,425 instead of 28.425

  And still nothing to the right of the decimal point was exported.  I
am using WinMe.  Would someone else please take a look at importing a
Cosme' adif file paying special attention to frequency data and in
particular to log entries with .50  .75 ....etc such as 28475.50
