[DXBase] problems with CAT - part 2

I shall explain some details:

1. This problem has arisen right after replacements of MB. At that time
stood Win98. After that I tried Win98SE, and already when also it has not
helped - has established Win2000.

2. The problem a constant, i.e. still never the program counted correctly
the information with FT-1000MP. (before is on old MB all it was normal).

3. All setings in the program correspond to what are recommended
manufacturer DXBase.

4. Change pacing=20 in radios.ini - does not help
