[Dx4win] Program Updates

Same problem here with v 9.09.1259; the update window is blank.
Looking at the WUPDATE.LOG text file, it was last updated on 20 Sep with a
few restarts. I think that was when this subject last appeared on the
reflector. That is also the date of my country.dat file.
