[Dx4win] HI181RD is not IOTA NA-122

The DX4WIN country file considers all callsigns beginning with the
prefixes HI1 and HI2 to be in IOTA (Islands on the Air) NA-122:

HI181RD is a special event callsign from the Dominican Republic mainland:

Because it begins with HI1, when you log a QSO with HI181RD, the IOTA
field in your logbook will automatically be filled with NA122.  This
same problem happened last year when HI180RD was active.

This problem is fixed in the most recent country file release:

However, updating the country file does not fix QSOs that you have
already logged.  You may want to change the IOTA for any HI181RD (and
HI180RD) QSOs from NA122 to NA096, which is the correct IOTA for the
Dominican Republic.  Alternatively, the Multiple QSO Operation "Check
IOTAs" will detect and correct the problem, along with any IOTA issues
in your logbook.  Read the following Application Note:
