[Dx4win] LOTW issue?

I sent an E-mail to lotw-help at arrl.org on February 1 because it did
not work for me.  I received a response from Bart yesterday saying
that it worked for him.  I tried again today (Tuesday, February 4) and
it worked for me as well.
