The version of DX4WIN is very important here.  It seems are you using
DX4WIN 8.05.

The POTA program changed all their reference numbers a year ago (maybe
more).

For Bosnia, POTA used to use T9- but now are using BA-

DX4WIN 8.x uses the old (original) numbers because there is no way in the
program to translate them to the new numbers.

So the number you are looking for is T9-0021, not BA-0021
