[Dx4win] User Level missing

I want to tweak the country database.  Per manual instructions -- 9.8 ADDING
New Country to Country Database, I indeed closed all databases before. 

On Version 9.0.9 1259,  I want to change  "User Level" to advanced. There is
NO user option available on the File/Preferences/Personal screen to change.
