I found the problem.  I have been making a lot of changes lately to how I
build the files, trying to combine common functions, remove redundant code,
etc.  I accidentally removed something that I did not think was needed.
Well, it was needed after all!  It's fixed now, and I verified that the new
country file contains QSL managers.

I'll release something in the next day or two.
