[Dx4win] Custom Award Database update this weekend

I hope to release an updated Custom Award database this weekend.  The
Parks on the Air (POTA) program has had a lot of changes.

If you have any issues with the existing Custom Award database, please
let me know so I can make the changes.  If there are any award you
would like to see added, I can do that too.
