[Dx4win] Updated DX4WIN 9.x Membership List - 12 Jul 2022

Hi Folks,

I have been doing some work trying to integrate the OQRS users from
Club Log into the DX4WIN membership list that I update each week.
After a little trial and error, I was finally able to get it to work.
This adds an additional ~28k ClubLog OQRS users to the database.  This
will make it easier for you to identify QSOs for which you can request
confirmation via Club Log:

    Read  28159 good, 3227 invalid callsigns from clublog_users.json

I have uploaded a new membership list to the distribution area.  When
Paul updates the county file, you should also see a new version of
this file.

I'm going to let the Saturday data file update run as usual this week.
Then I will release a new version of the DX4WIN Data Updater for
earlier versions of DX4WIN.  This will add the same functionality.
