[Dx4win] New DX4WIN Application Note: Identity QSOs missing from LoTW

Hi Folks,

I just added another old DX4WIN Application Note to the library:

There was a point in time during which some of the QSOs you uploaded
to Logbook of the World may have not have been stored on the server.
See the "Why?" section of the web page above.

Because this is so complicated, you might want to simply take the
process through Step #7, then stop.  If no such missing QSOs are
identified, then there is nothing else to do. If there are missing
QSOs, you may continue, but be very careful!

*** I can not emphasize enough to save a copy of your original DX4WIN
logbook before doing any of this stuff!  That is covered in Step #2.

I don't remember how widespread this problem is/was, but you may find
that you get some extra confirmations (LoTW matches) after uploading
the missing QSOs.
