[Dx4win] W3LL DX4WIN Will Not Start

I had another issue with DX4WIN not starting:
The DX4WIN update was successfully made yesterday.
Today after a computer reboot and attempted restart of DX4WIN the below
message popped up.
"Failed reading The Country File".

The file that failed was the 14 February Country.dat file.
As Administrator it was replaced with the 01 February country.dat file.
Followed the same procedure as reported above to fix the problem.

Please, how to prevent this from happening again?
