[Dx4win] IB0L is not IOTA EU-045

Hi Folks,

IB0L was active in the CQWW DX Phone contest this past weekend.
DX4WIN treats all IB0 callsigns as IOTA EU-045, but this particular
station was on mainland Italy and NOT in that IOTA group.  So if you
logged it or imported your log into DX4WIN, any QSOs with IB0L
probably got tagged with this IOTA, and you should clear the IOTA
field.

There will be a fix in the next country file release, but that fix
can't "unset" the IOTA field in your log if it's already filled in.
However, when you run Multiple QSO operations | Check IOTA (with the
next country file), it will not try to fill in that IOTA again.

Someday I may need to change this.  But for now, all IB0 callsigns
will be assigned IOTA EU-045.
