When I was stationed at Kodiak Alaska there were times we would interact (to put it nicely) with Russian Bear bombers near Adak and Attu with our USCG C-130's. My mail came thru the Coast Guard mail room. One day I was called into the C.O.'s office where our base security officer was holding a letter from POB 88 and had me open it in front of them. They knew I was a Ham and I had to do some explaining why a Russian Ham was sending me his QSL card. I could have lost my Top Secret clearance.
