Rich,
I have had this problem twice now . Others have had the same experience.
In my case , each time the fatal error occurred , it was after a windows 10 update .
The remedy is simple , PROVIDED , you have access to the country . dat file somewhere else. then it’s a matter of coping and pasting that file into the DX4WIN save folder .
The first time it happened to me , one of my friends, who was also running DX4WIN V9... , copied that file to a thumb drive I brought over .
I went home and transferred the country . dat file on the thumb drive to the laptop DX4WIN SAVE folder . Problem fixed .
The 2nd time the problem occurred , I just plugged the thumb drive in to the laptop and did the same transfer .
I now have that file on my desktop for ease if the problem occurs again, which I suspect it will .
This is not a technical answer but a pragmatic solution.
