[Dx4win] County award

[Luc]

Please note that for the American Counties diploma, confirmations via LoTW
are not accepted.
Cq and the ARRL must reach an agreement for it to be accepted in the future.
I was present in one of the 1000 counties and they were with paper QSL,
although shipping was not necessary.
