[Dx4win] Updater Not Updating

I just checked for updates and the country update appeared. I did the
update and all is well again. Why???
Checked my other win 10 DX4WIN computer which also wasn't getting the
country update. Checked and Country Files appeared ready for update.
Installed and all is well on that machine.
Checked WP4OXA and it's now USA and not Puerto Rico.

Don't know why others received the update much much earlier.
