[Dx4win] DX4WIN.CTY country file Release #19.10 - 30 June 2019

As of 1400Z July 2, the new file is still not shown when attempting to 
update from within DX4WIN. Has Paul not yet put it in the appropriate 
place, or is there something else I need to do to get it installed?
