[Dx4win] Grey'd out spot of 9LY1JM

I have a interesting observation on packet spots 9LY1JM on my DX4Win packet spotting window. Cluster is connected to Ve7cc.   I have worked them on a few bands, but I have not worked them on 15m or 24M, however when I get spots on them on these bands, the spot shows up GREY, aka "No Interest".I would have thought spot would have come through a "Blue" as I have worked plenty of 9Ls on both those bands?
