[Dx4win] Not Recognizing LOTW Confirmation

You can not update DX4WIN award flags by downloading any report from
LoTW.  They must be done by hand, or using the Submission procedure
described here:

The LoTW report only helps mark QSOs in your log as Confirmed.  It
does nothing else with respect to award status.
