[Dx4win] Update Help Needed

I agree with Jim, and specifically, I believe the specific file is
http://www.dx4win.com/files/updatesv9/update.INF. You should be able to pull
that up in a browser. If you can, and if you still get the error inside of
DX4WIN, it's likely the Windows firewall blocking the application.

I just tried "Check for Updates" here and it worked.  I suspect your
anti-virus/firewall isn't allowing DX4WIN to access the Internet for the
purpose of updating.  I believe the "control file" is on the server, not
part of the DX4WIN installation.

Also make sure the installation directory is not under Program Files (x86).
